For the second time this year, Rutgers has sent out an offer to Winslow Township High School. That offer came in person when Rutgers tight ends coach Phil Galiano dropped by the South Jersey high school this morning. The offer was extended to wide receiver Devante Waugh as he joins teammate Bill Belton with an offer written in scarlet.
